Add retry loops to bm12 scanner for PostgreSQL and host availability

Description

• Wait indefinitely for PostgreSQL DNS resolution and readiness instead of exiting immediately on failure
• Continue scanning loop when no host is available instead of breaking
• Prevents container restarts when PostgreSQL is temporarily unavailable
