[bojemoi-telegram] Refactor MITRE ATT&CK to shared library and remove stack config

Replace inline MITRE ATT&CK implementation with re-exports from the bojemoi-mitre-attack shared library. Remove 60-service-telegram.yml stack config (managed elsewhere).
